After booking my ticket with a voucher  , I should have around $100 left.

Is there anything that I could spend it on? Like maybe an upgrade or purchase on the flight

Flew El Al after Pesach (2 passengers), they lost my luggage for 3 days (Mon-Thurs) they told me by phone that I can but whatever we need, and they will reimburse... Now they are saying that they aren't reimbursing more than 500.00 maybe they can push to 700.00. I spent 2,000 and have all the receipts. any help how to navigate this?

It would be understood that there is a limit. What if someone spent $10k?
Do you have coverage from your credit card? Whatever elal doesn't cover, they should (up to the limit)

There should be minyanim in the shul. (after customs turn left, one flight up.)

Very much depends on how much time it takes you to clear customs, and collect your luggage.
I've done opening of AC door to street in about 32 minutes, (front row, no luggage) which can possibly get you to JLM before 8.
I've also taken close to two hours... (bunch of kids, back of plane, delayed luggage...) which will result in you getting to JLM closer to 10...

Data Point

Ticket ticketed by VS
TLV-LHR operated by LY
20 hour connection (on purpose with an overnight)
LHR-JFK operated by VS
By check in LY offered to check checked luggage to final destination (JFK) and printed 2 boarding passes
When entering LHR for the second flight went to check in area to reprint boarding pass and noticed the pass wasn't marked with a checked bag
The agent was able to manually attach the checked bag with the claim number but said it wasn't there until he did it(the sticker they give you is the claim number)
End result bag did show up in JFK
