Yes, but if the voucher or vouchers  is more than the ticket there doesn't seem to be a way to choose a lesser amount.

Can you "use up" the extra part of the voucher by booking a ticket and then cancelling after booking the real ticket?

So if your ticket is $800 and the voucher is $1000, book a ticket for at least $201  then the one you want for $799 plus $1 on card. Then cancel the first.

You can maybe try to book it over the phone, to use the voucher they'll transfer you to some Israeli department
