Had 2 economy tickets TLV-FRA that I wanted to cancel. They told me I cannot but they can "freeze the tickets" and I could rebook for a year.
I did that.

My question is, can these "frozen" tickets be converrted to a voucher? Can I transfer them to someone else &/or diferent itinerary?

ask them if you could pay a fee to get refunded or vouchered
I had a frozen award ticket on El al and they refunded me the miles for a fee.
