Looking at an identical offer to upgrade on my upcoming flight, but there don't seem to be any available seats in any cabin to upgrade to when looking at the seat map. I have enough Matmid points to cover an upgrade bid for one ticket, but not two. Would buy a small amount of points to have enough to bid for both--but only if there's actually seats available.
So, is this just an automatic link that comes along with every flight (even if there are no actual upgrade seats available--in which case they'll just decline the upgrade bids), in which case I won't waste my time, or am I missing something here? (Pardon the naivete if so)

It's automatic and systematic. Has nothing to do with availability.
You can always place an offer, and if a seat becomes available closer to time you'd have a shot

if it's one ticket then ussually 3-4 days.
More then one can take longer.
How long is longer? It’s over 7 days still nothing.

Had the same issue for a friend that I was trying to help. (he was flying a lot, and never entered his Matmid number. Would probably be a TP by now)

Called Elal and they gave me the Matmid number, I asked them to reset the user & pass, was advised to email a copy of passport in order to update the email on file.

got upgraded for elal tomorrow to business 7.5k matmid and $150. 1st time i had it clear in recent times
I had the same TLV - JFK premium for 9K and 150$

Chanan Ben-Ari (Elal’s main actor) perfectly checks the box as being secular enough and religious enough to represent the classic Israeli. Obviously the extremes on both ends will still complain.
It’s also a great marketing strategy, turning a weakness into a strength. Instead of complaining about kids running around the plane or fellow passengers making comments, they highlight the “heimishness” feeling of it. הכי בבית בעולם.

I don't disagree, and I'm not judging.
Ultimately you need to decide how much risk you're willing to take erev Shabbos. You can easily be stuck on the ground for 2 hours, medical diversion etc etc That's not something I personally I don't gamble with
