 I want to use amex biz plat to buy elal biz to convert to voucher, a certain amount  on the  voucher. Does this work on one way tickets also? Tickets to anywhere or just north America?

I also have the delta gold card, now that el al and delta are related is there any advantage in using the delta card over the venture?
If it's not free shipping it's not worth it.

The advantage to booking via the capital one travel portal is that you get 5 points per dollar, price drop protection, and you get to use your annual $300 credit. Even if it is cheaper on the el al website (or kayak) you can call capital one after booking and get the price matched. I don't see any downside with booking through capital one.

Always better to book with the airline directly if there's no significant advantage elsewhere.

It means that the special rules of no change fees apply to tickets purchased before March 31st
It doesn't remove the 1-year ticket expiration
If you buy the ticket on February 12th, 2024 you can change it for use before February 12th, 2025 for free (you can always request to extend the validity but don't expect or plan on it)
If you book on April 1st you still have the same year to use the ticket but you will have a change fee

In regards to your example of purchasing in February 2024 for a flight in September 2024, you could theoretically change t to any travel date before February 2025

Difference in fare still applies to all these changes so plan accordingly

It is cheaper on el al but from what I can tell capital one will price match it with a travel credit  :-\

Also, does capital one travel offer insurance where we can cancel for any reason? I saw they have "travel disruption assistance" but that's not what I'm looking for.

I finally figured out why cap1 travel is higher then el al direct. El al charges less for a child cap1 doesn't, it charges all at the adult rate. At first I thought it was a timing issue and it was driving me nuts that cap1 was always higher but now I finally realized why and I don't think there's a way around it  :-\
If it's not free shipping it's not worth it.
