Uber no more uses real time meter?

I took an Uber today and at the beginning it asked me for the amount of passengers then it gave an option of UberPOOL at X amount or UberX at X amount, I took the UberX option and after the trip the amount was that exact amount, the initial estimate was 37 minutes in reality it took 52 minutes and it didn't charge me anything extra.
Is this an official change to the way Uber calculates the fare?

That's how Chicago works now (in my experience), at least when you enter a location.  Was also recently in Houston where the driver told me that it doesn't matter how long it takes us to get to the airport since I've already been charged a flat fee based on distance at the beginning of the ride.
