Maybe you need to open a mail-forwarding service in Seattle. I think I'd be willing to pay a few dollars a month (plus postage) if my inquiries worked this way. I wonder if it would change if I 'moved' to Seattle...

It does, but it's not clear how it works. Use the address currently being reported to the bureaus (i.e. the one on your current cards) or you'll lower your chances of instant approval and possibly cause other delays/problems.
