I was reading that the 3bm works well when a company pulls from 3 of the agencies... but what does that mean three separate cards from the same company or three different ones?

sorry I Wayne was not clear 3 different cards in the same company or three of the same card from that company does this make sense?
3bm is 3 different cards from the same company. If you apply for the same card 3 times it'll think the other 2 are duplicate apps & they'll get cancelled.

Recently even different cards it reads as duplicates and a PUTPAC to recon usually moves things along

No, and why would that matter. Only on TU. Wiki says that 2bm results in 2 pulls.

No. It's free if you enter that credit was denied or you believe you might have had identity theft. Works across the 3 bureaus.
