Looking for an AT&T / GSM Phone

Does anyone know where to get a decent (bluetooth, speakerphone, non-flip) AT&T / GSM cell phone for $20 or less? My wife was using a Samsung BlackJack which she liked, but AT&T was forcing her to add a data plan.

Surprisingly, eBay is pretty expensive even for phones that are 4-6+ years old.

Thanks! Do you know if the AT&T F160 (Refurb)- $89.99  will require a data plan? Is it considered a smartphone?
I can't figure out where they draw the line and how they sometimes figure out what phone you are using and other times they don't

But is the F160 considered a smartphone that needs a data plan?
