Israeli Renting In US

How does an Israeli rent a car in the US? Theres a lot to figure out, not so pashut. Anyone with experience please help out

1. I've discovered on another thread so far that the licenses are accepted by the agencies since they have english on them.

2. They need a credit card in their name, so I made the renter (a relative) an AU on my UA Pres card and had Chase ship it next day (=5days) to Israel. That should also cover the cdw.

3. What about liability? From hertzs site it seems there is some coverage, but maybe its minimal?

if renting in any other state in the U.S.A.:

Hertz will provide secondary liability protection from claims of injury by others against you resulting from an accident with the rental car. Your personal/business insurance is primary to the minimum state limits. In the event there is no applicable liability protection, Hertz, by default, becomes primary.
 
However, Hertz makes available additional liability protection, which is primary, if the optional Liability Insurance Supplement, LIS, is purchased.

Same question here, can I rent a car from Hertz in JFK if my USA DL is expired but I have a valid Israeli license?

How would that affect insurance?
