Open Serve: Do 1 of the following:
1) Buy a temporary card. (free in cvs in NJ won’t take cc)($3.95 fee), or
2) Open online. They’ll send you a card. (free)
Note that you COULD have more than one of these: Bluebird (BB), Redcard and serve. 

Loading Serve: Serve does not have any fees to load money.
a) At CVS, 7-11, and Rite Aid ONLY CASH can be loaded.
b) At Walmart GCs …uh Debit Cards (besides Vanilla cards) can be loaded onto Serve just like onto BB. Load limit: $2500/day up to $5000/month
c) At Family Dollar max $499.99/Day, not hard coded, YMMV, Cash or Debit/Gift Card.
WARNING: There are reports of debit cards being drained at FD, and not loading onto Serve, so FD is not recommended.
d) An Amex CC of the serve cardholder can be linked and used to fund your Serve ONLINE. Load limit: $200 per day/$1000 per month
Amex cc loads are not considered cash advance. They DO NOT earn points, or count towards a spending threshold.
e) Debit Cards linked to Serve: $200/day up to 1000/month ONLINE.  But only a permanent DC with your name on it. (NOT GCs)

So your total loading limit per month, if using all 3 methods is $7K.

-Serve has a $1 monthly inactivity fee (waived in VA, NY and TX) that is waived if you use Direct Deposit OR add $500.
-If Serve has a bonus for using direct deposit, use AP.

Using the funds on Serve:
-Free ATM use/withdrawal at MoneyPass ATMs. $2 elsewhere.
-Serve has a Bill Pay feature – same as BB.  You tell them who to pay, and they send a check for you.  You can pay up to 5k of unregistered billers, but 10K of registered ones (registered= those on their bill pay list). Pay your Credit Cards bills as well as many other bills or any person!
WARNING: Do not use the bill pay feature to pay the Credit Card that is linked for online loads.
-money in your Serve account can be withdrawn directly to a linked bank account, which, if done too much, may be seen as risky by Serve, but in moderation should be fine.
Withdraw to your bank https://secure.serve.com/Actions/WithdrawMoney

Make sure the name, address and phone number on your profile match your credit card billing address, or you may get declined.  When linking your credit card at serve.com, the website will only show you the address on your profile, but not the phone number, so this is easy to overlook.  Go to profile, and check/update your phone number there.

Error likely with the Serve account:
When you create a new account and add a credit card, you will be allowed to do the first transaction. After that, your account will probably go into system lockdown until you verify some information. Likely error message for this case is "Risk declined operation" when you try to add money on to the account. You will need to send in (online, fax or mail) a photo ID and a copy of your credit card or statement. Upload your documents here -
https://secure.serve.com/User/SecureFileUpload. Then Call up AMEX Account Protection Services at 1-800-555-4318 and tell them you uploaded the documents and ask them to verify it for you.

Also upon further review, it seems that on paper Serve had redcard beat for months. Same 5k but also credit loads (not for points). Only con (and a big one) is walmart instead of Target.
How are the Family dollars?

I have a ISIS/softcard serve account and I switched from barclays arrival + to a citi amex card for loading when they announced that they were no longer taking visa/mcs anymore. I didn't realize that I was grandfathered in to still use my mc. Is there a way to change it back to the barclays card?

Now you can bring your BB/Serve, your new VGC, and drive to that great American invention, The Walmart.
you walk through the automated doors
you look around and breath in the humanity
you scan left to right and try to find the legendary KATE, also known as the ATM machine
you stroll up to KATE, with your left hand, you pull out your BB/Serve
as you walk up, you will most likely see the big sign Out of Order
some KATEs will look fully functional, but ignore your pleas. You can touch her screen all you want, and she will just sit there silently
some KATEs will just be dark
if you are chosen, a working KATE will actually have a BB button on the screen, push the button and follow the instructions
note that KATE will shout to everyone at Walmart that you just loaded $500. This is absolutely normal, and your safety is, well.....
sometimes, KATE will request a special PIN. Take the last 9 digits of your maternal grandfathers SSN, added it to your SSN, and then take the first 9 digits. If that doesn't work, your KATE is beyond hope.
when using KATE, do not load more than $2000 in 10 minutes. If you do, the machine will eat your BB card and send it through the shredder
if you carry a stack of more than 10 VGCs to KATE, the churner gods will permanently scramble the mag stripes on the VGCs
if KATE is not available, you have to talk to a WM CSR, either at a register, or the MC
you get in line at a register, and watch people buy dozens of soda and cookies, you wait as the CSR mechanically drag each package over the scanner
it's now your turn, you pull out your BB/Serve, and ask nicely "Can you help me Load my Prepaid Card?"
if the CSR stares at you blankly, you will have to go to the MC. Don't tell them you want Some 69 action code. You have been warned.
find the Walmart Money Center, wait in line again, and then ask the CSR nicely
the CSR may tell you that "Debit card only", which means this WM is not friendly to VGCs
the CSR may tell you that the Max Load is $20, or $200, or the square root of 75. None of it is correct, but anything is possible. Just go with it.
if the CSR asks "Split payment?" You have struck gold. Start thinking about marrying the CSR, regardless of your age, weight difference, and sexual orientation.
Under no condition should you challenge the CSR on their ruling. You don't want to get banned from Walmart. Furthermore, your churner buddies will laugh at you for months.
