China Southern cancelled tickets booked with Delta Skymiles even tickets confirmed and booked before the announcement of leaving the alliance and they never even notified the passengers
Now Delta can't even rebook with them.
Would the DOT be able to force China Southern to rebook?

The crazy thing is that Delta still lets you book with miles on China Southern and you receive a booking confirmation but later China Southern just cancels it out without letting you know
