Consulate messed up with Visa and we needed to change flight-Chase Saphire

Hi! The Italian consulate or the USPS messed up with my daughter's visa they sent it two-day air to the wrong location and we had to cancel my daughter's ticket. We booked it with Chase Saphire, is there any way that insurance might cover the extra fees?
