I think the cap is ruled out, I went to the condenser (the outside unit) and clicked in the contactor switch with a screw driver and the unit went on so @ChaimMoskowitz seems to be correct here, additionally the fan should've gone on if the cap would've been the issue,
which makes me think the problem is in the furnace (inside unit), what I know, transformer is good, since the control board is lit up with a zero, and same with the fuse, zero indicates its not getting a signal to turn on from the thermostat, what's the next step to narrow down the issue

It is 100% impossible for the cap in the outside AC unit to cause any issue with the fuse/transformer inside.

The reason I asked the question about the type of unit this is because it seems it is standard AC compressor outside and furnace inside. If this is the case the cap can be ruled out 100% as a cause for the problems.

I am an electronics guy not a HVAC guy. Best I leave it to a HVAC guy to answer that one.
All I have ever used to fix many furnace/AC problems is a standard multi-meter without a capacitor setting.
This video shows testing all three settings (heat, AC, blower on). That will narrow down your current problem.

I bypassed the water pan safety switch (which blew last time) and the pump or whatever its called and it works BH

do you believe BR puts in some knock off boards from China, or you believe reheem is trash ?

This is a 4" ac ceiling diffuser, drywall guy did a sloppy job, is there some kind of product I can easily install between the diffuser and the ceiling to cover up the hole instead of patching the drywall?

Yes, it is a furnace. A tech I called down told me the issue is the control board got water damaged, wanted $600 to replace. I can also see some water damage on the board itself.
