The way I understand it.  Lead paint that is sealed is NOT a danger.  So paint over all old paint, and voila! Your home and children are now safe from the dangers of lead paint.
... Until the paint starts peeling...

The DEP (or whoever made these laws) doesnt care, they want it shaved so you have to shave it.
