The cheshbon is that you upgrade, get the points, buy the AA GC's do the Platinum Guy's Great Mehalech, then downgrade back or close and get the Annual Fee of the Plat reimbursed. If cancelled within 60 days you get it all back; if more than 60 days it is prorated.

Your right.  Not my credit card...helping out someone and I came into the picture a few months after he upgraded it to a Platinum. Found out the PRG was over a year old.  He paid the AF and got reimbursed some of it when upgraded.

Now the question is what is the $75 Annual Membership fee?

Great.  Now the real gamble.  5k through GW for the 75k BGR bonus.  It will be the easiest, cleanest way if it works.  If it doesn't, then at least I have a good datapoint to share, and there are plenty of other ways to meet the spend.

If I upgraded to Plat 2 weeks ago, did the PGGM, the 25k points and airline credit has come through online, but billing cycle isn't over - can/should I already downgrade/cancel or do I need to wait?

I dont think this whole game is for me!! I just called Amex to downgrade from plat and they said to do the green card. She said as soon as they credit me for the plat they will deduct 95$ I thought first year is free...? Should I just transfer out all my points and close the account?

If this flusters you, then you may be right ;)

If you're not coming from a Gold card (where the first year is free), I believe they charge the fee of whatever card your downgrading to.
