Apple vs EU Tax Fiasco - is this a major step in EU demise?

News headlines have it that Apple is being asked to pay 14.5 billion Euro in back taxes.

In all honesty, how stupid (or arrogant) can bureaucrats be?

If Apple was using a LEGAL loophole and working with the Irish government on whatever tax deal it had, how in the world could the EU come and say RETROACTIVELY that they owe taxes?

Why would anyone want to set up shop in the EU (as long as they have other options) if you are at constant risk of the EU changing the rules DOWN THE LINE and going after you retroactively.

Furthermore, this reminds me of the quote from the famous bank robber (name slips my mind) who was asked why he robs banks, to which he replied "because that's where the money is". It seems pretty obvious that the EU bureaucrats are upset at Ireland and would love to punish it, but instead are going after Apple, because they feel that they can extort more money from there.
I've been waiting over 5 years with bated breath for someone to say that!

It's 13b Euro or 14.5b dollars.

The EU is saying that Apple owes Ireland the money while both Ireland and Apple disagree.
It's such a circus over there.
