Activate with the $10 plan and after 60 days unlock it on via the unlocking website. (The phone does not need to be active for the full 60 days, it just needs to have passed 60 days from activation.)

A little bit more complicated would be to sign up for autopay on the $15 plan. Sign up each phone with its own rewards account and refer every line to each other. Make sure to keep the line active for 2 months so the points post. You will net thousands of TracFone points that you can use to buy more phones. (You get the equivalent of at least $50 for every phone you refer.)

Depends when the phone was activated and if the phone was a refurbished phone that you bought.
 There may be times it won't automatically be eligible for an unlock and you'll have to prove that you bought a refurbished phone and that it was active for 60 days.  You may want to have the service active when your fighting with them to have it unlocked. I have successfully unlocked many phones like that b4. It works with making a phone call and explaining the situation. If you don't succeed with that rep. Call back and try again.

To answer your 1st question.
 You can only refer 5 people from each reward account per month. So you would need to wait 4 months to be able to refer all 19 accounts. 5 the 1st month, 6-10 2nd month, 11-15 3rd month...ect..

And to answer your 2nd question.
The autopay discount works per new line for the first two months. You’ll need to pay for 2 months worth of service. Either a garbage plan for $18 for 90 days.
  Or unlmt talk and text for $10 with autopay a month for 2 months costing you $20.


 Now if it was me. Here is what I would do...
If you don't already have an active tracfone account. I can refer you to start your 1st account. You'll get rewards and so will I.

  Now once you have an account active refer yourself 5 times.. make 5 new accounts linking each phone and activating the service. You'll need 5 new email addresses and names and cards... though the +1 and  dot(.) May or may not work. I'm not advocating for that route.

 It's a pain but the most perks will come though all this extra work. The more you refer the more you earn from referring.
 The referral account will get 5 referral bonuses worth and it's own from being referred.

 Then take one of those and refer another 5 and set up those new 5 and again the same for all 20. Assuming they're all new phones and have a sim card inside the phone already. You can use those. If not, you can go to dollar general or some other store to buy a $1 sim card set for tracfone.

-They do run promotions here and there where you add a 2nd line, or for each additional line you get 10k points. You may be better off with that. With less work on your end to do. But you'll need to do the research.

And I've also seen where you can use the same sim card and call to use that sim on another phone and that will start the 60 days for that phone and effectively activate multiple phones with only one sim card. I have yet to try that myself with multiple phones and one sim. But I will try this week. As I have a few phones I want to unlock. Though the downside is You’ll lose out on free service vs paying the $20 per phone and getting free service.

Yes I see @darth mentions one time of $10 Should do the trick. But I don't think that will help if you plan to rack up some rewards.you may need the phone plan active for 60 days for the points to post.

To clarify I want to get these phones unlocked as simply as possible, and don’t care about the service. It seems like the $18 plan is the best option?, as I don’t want to have to deal with cancelling autopay.

That should be enough.
 You can call over the phone and use the automated system to activate them.

The 30 should do it. And then try unlocking after 60 days.
Though text the keyword UNLOCK to 611611 after activating to see if you'll get the phones unlocked after 60 days.

   Did you use one email to buy all the phones? As they link that email you the phones.

 So if you used one email then you can do them all online under one account. Otherwise use the automated system and activate them with that.

Did you try calling the carrier? (btw the lock signal has nothing to do with this. go to notifications, it just a prompt to enable screen lock)

seems like youll need to call tracfone to register the imei number to get that phone back up and running, happens when you play around with your sim.
