What insurance do they provide & would I need my cc to cover anything? From my searching I've seen some companies that give full insurance if anything at all happens, I didn't really understand what's being provided or if I need anything extra with this.
If I book through xrentalcars with avis & I'm preferred plus will I get the benefits? Upgrade specifically
Do I need an international license? I have NY State license. & will I run into any issues with choosing U.K. as country of residence?

24 is ok, provided you have at least a year your license.
If you have a credit card that provides an insurance, use it, as it's more complete than what's being offered.
Getting the Avis bennies on my experience (I'm elite by them) works more often than not. Depends mostly on the willingness of the agent and depending their system (every country has a different one).
I've only heard of 1 case where the residence an issue at all, so unless you are going into a fight with them or so, should be no issue.
