Need car LHR 24 June till 02 July...Any ideas?

One online company said that there's a cancellation fee of 3 rental days (so I can't just book and cancel if I find a lower price), is that a thing?
Also, in the past I've noticed car rental prices going down closer to the rental date, is that what usually happens? (Ie Should I check prices like a week before the trip?)

I don't know the 3 day rule, but I haven't heard yet of prices going down closer to the rental date, especially not during the holiday season.

Not a bad price but does it include all?

C class isn't very big...

I saw E class for $1655 which is much bigger.
