Organizing a computer cart

I'm outta ideas here.

I need to organize a computer cart with 24 laptops.

Problem is - the wires fly all around. Even after being organized, they last for a day or 2 max.

Zip ties have proven the most effective - but still quite far from where they need to be.

Does anyone know of some kind of cable detractor or something similar that can be purchased for pretty cheap?
