Ios 10 Siri and dictation not working

I installed IOS 10 on my iPhone and Siri and dictation  stopped working when I'm on cellular data, they only seem to work when I'm on wifi. I tried all the standard stuff like toggling Siri on and off resetting network settings , enabling hey Siri, soft reset etc. Has anyone had a similar issue? Any ideas short of a full restore?

Do you have T-Mobile service? (T-Mobile has reported issues with iOS 10)
do you have any filter installed?

Filter was the issue. TAG was able to resolve. Thanks.
