Functions like debit it that you add funds and then use the card. Apparently won't work as debit where transactions require debit though.
Basically 0-25K 1%
25-50k 1.5%
50-100k 2%
100k+ 3%

Early sign ups get 1.5%, and if you share on facebook you get to 2%. Get 3 referrals and you get 3. I'll start a conga line in the wiki for folks to share referrals (if the mods are OK with it)

Read the reddit thread, a guy claiming to be the CEO basically says they won't allow MS.  He takes quite the beating. Claims he used to do CC for rewards and points etc but then says some dumb stuff like spending beyond your capacity etc. quite a fun little thread to read through.
In summation, JTZ is probably right that for MS, this is DOA.

Came across this interesting debit card. Seems to promise 3% cashback in all categories (if you spend 100k or get enough referrals). Check it out here:

It's a credit card, but they are tying it in with a bank account and mocking the user experience of a debit card. I could care less about that. What was interesting was the 3% cash back. Two ways to earn it: sufficient referrals now will let you keep it for a year +. Thereafter, you have to spend 100k a year.

Thoughts?

Referrals are a pyramid scheme.  There's no way to sustain it.
$100,000 is onerous.  There are probably some in the MS game who can do it without breaking a sweat, but most can't. 
So for most people, 3% is not gonna happen.
