How does one publish in Albany if they dont live there? Is there a service that does it? Also how does one file a certificate of change? Does any of this require going to Albany at any point?
Most of the corporate services companies that create LLCs and Corporations will handle the publication for you and can file any other forms with the NY Dept. of State. It does not require you going anywhere.

That accomplishes nothing because you are required to publish the certificate of change in the new county. You end up publishing twice.

Seems that you don't have to publish change within NY state, only if changing from a different state

So is seems that consensus is to open an LLC in Albany and then change the county to the one where you live?

Source? I could be wrong but I've dealt with prominent lenders who accepted certificates of change without new publication.
