I think their certificates you get all the time are on one item, not on the entire purchase. CMIIW

I've tried online and it doesn't work (at least with the email coupons that are attached to your account). In store do you ask them, or do they just do it by mistake?

Honestly,  I always thought it works on the whole purchase until one time I went to bbb and  cashier said it only works on 1 item. I was like huh?
