ISO Cheap Area-Rug/Runners

Been shopping for some home rugs.
(goal is to muffle tread for downstairs neighbor)
Need some larger areas, but would rather not do wall-to-wall (easier cleaning this way). ideally need some runners 2-3'*10-12' or an area rug of similar length.
also some smaller rugs.

Do these things exist for less than $50-70-100+ a piece?

but nothing else in that range, and that one is rather thin/rough

Where do ppl get these items? are there sales to look for?

We have gotten them at Home Depot in the past. We have gotten a set of three -- a runner that may be 10 or 12 feet long, along with a pair of maybe 2 x 4 foot mats.  I think the set cost something like $35, but maybe I'm imagining that.

It has been suggested that we contact a carpeting place and get "Remnants".
Anyone have experience dealing with this? what kind of prices etc. should I expect?
most importantly: anyone have any good leads -I'm Brooklyn based- places likely to have good deals?
