Has anyone used a heater that they can recommend? Most of the reviews for outdoor heaters seem suspect. Those that have true reviews constantly complain that they dont give off enough heat.

Would really like a heater that:

Safe to use outdoors in all weather
Gives off enough heat for a 10 X 15 sukkah (would buy 2 if need be)
Quiet
Electric
Can either be hung from the ceiling or mounted and angled from a cross beam

Anyone have any recommendation for something like that?

you need to keep in mind that they have an inherent limit running on a 110v line. So your idea of two for that size sukkah is probably correct and they would need to be plugged in to two separate lines.

I use a brand called Florida. Always gives off plenty of heat, sometimes even too much. Only issue I've run into is occasional heavy leaking, almost like a torrential downpour.

Everybody I know says Florida is the brand to avoid for Sukkos. Might work for other outdoor activities, but not for a Sukkah. I'll pass.

That brand is so hot you need an AC to counteract it.
