Which Banks/Cards will likely give offers to balance AF?

I know Citi can be great about offering bonuses and deals to balance the AF, though you usually have to state that you're planning on closing the card if you can't get a good deal. (I was just able to get a decent "Spend $500 each month for next 3 months, get $95 +500TY points" offer on my Premier). And I've seen reports that you can get these multiple times per year.

Which other banks offer such things? Or are even willing to occasionally waive the AF outright? Does it vary by card? (not gonna get the $450 for a Amex Plat waived, but maybe the $95 on an Everyday Preferred)
The AF on my Amex SPG cards are coming up, and I'll likely not keep them if I can't get any deal/break. Figured I'd look into the option for all my cards.

jusgot my jet blue card fee waived and few weeks ago sined up for amex plat mercedez benz and got that fee auto waived(in t&c)
