That is per pax. If purchased in Israel via a travel agent,just ask for them to handle for you (required by same law). Otherwise write directly to the airline.
I've been waiting over 5 years with bated breath for someone to say that!

Dose EU Law go by actual carrier operating the flight, or by the airline on itinerary? (e.g. Iberia flight xxx jfk-fco operated by AA)

generally for flight delays and cancellation it goes by actual operating carrier as they are the ones ultimately responsible to get you where you need to go

Strikes are excluded IINM.
Every ElAl delay and cancellation recently gets blamed on pilot strike, for this reason. The plane could fall out of the sky and they'd blame it on a pilot strike.
