Is it different for Israeli compensation law?

What if it's a BA ticket, with some segments operated by AA and some by BA?
generally for flight delays and cancellation it goes by actual operating carrier as they are the ones ultimately responsible to get you where you need to go

Strikes are excluded IINM.
Every ElAl delay and cancellation recently gets blamed on pilot strike, for this reason. The plane could fall out of the sky and they'd blame it on a pilot strike.
