I tried multiple browsers and I got instant response that they can't process application while another one is pending......but no credit pull was done (on any). Meaning I got same response on all.

They're a smaller bank, they might due some stuff in real-time that the bigger banks (Amex/Citi/Chase) queue up for (possible) further processing.

Yup, Barclay gave my wife a Platinum card last time.  I avoid them ever since.
