No tax being charged on my CC even though shipping address NY and showing on confirmation being charged.

log back in to your account, and look at the order details..

Showed up at checkout but on Amex site its showing as $110 before the staples offer

Looks you are correct, Visa checkout offer is dead, it did not drop the price , plus it is charging over $9 in tax.
