I heard Rabbi Belsky (from the OU) say at a shiur that (many?) are machmir on Pesach like the opinion of Sicha (ointments etc..) kishtiya even though all year round we aren't machmir. So it sounds like that list might be ikar halacha but there definitely are those who are machmir.

IV. COSMETICS
L’Halacha, all non-food items not fit for canine consumption (nifsal mayachilas kelev, i.e. something that one would not feed his dog) may be used on Pesach. This includes all cosmetics, soaps, ointments, and creams. Nonetheless, people have acted stringently with regard to these items.  Below are several reasons why people are strict: 
1. Many products, including shaving lotion and perfume, contain denatured alcohol which can be restored to regular alcohol.  According to most opinions, one should not use such products on Pesach.  The list notes products which do not use chometz-based alcohols.
2. The Biur Halacha (326:10 B’shaar) writes in the name of the Gra, that one should be strict and not use non-kosher soap all year (sicha kishtiya).  Although we are not accustomed to this stringency, many individuals have adopted this chumra during Pesach and do not allow the use of chometz items even if they are used externally.
3. Some are of the opinion that we do not say “nifsal” (food is unfit for canine consumption) on an item that is initially produced as a non-food item. 
4. Lipstick is often inadvertently ingested when eating food.  If it contains chometz, it is halachically permissible to apply to the lips since the lipstick is unfit for canine consumption.  Nevertheless, most women prefer not to consume even a trace of anything prohibited.  The list provides chometz-free lipsticks.
5. Mouthwash and Toothpaste  contain sorbitol and other ingredients which may be derived from chometz.  Although, l’halacha these items are permissible to use since they are nifsal mayachilas kelev, many prefer not to use them as they are taken orally.  The list provides information regarding such products.
6. Historically, it has been the custom to follow stringent opinions regarding Hilchos Pesach. In addition, it seems to have been a prevalent custom to restrict the use of items which may contain chometz, even when they are clearly nifsal mayachilas kelev.

So in summary according to the star-k, we should:

-Be machmir on non-food items items that are completely inedible (au contraire-even a dog would get very ill if it ate them) and are definitely not chametz gamor.

-Not be machmir on gebroktz which you are actually eating and has a chashash of chametz gamor if there's even a grain of unbaked flour that may be in an air bubble in the matzah (that was cooked so quickly that it may not have had a chance to be cooked) and will become chametz gamor if it comes in contact with water.

If that was Belsky's opinion why does his organizations website say in no unclear terms that those 52 products are OK?

I'm just pointing out that at least in my opinion it sounds interesting which chumras the Star K (and many others I'm sure) chooses to use and which they don't.

I've never really understood situations like that and for example only eating pas yisroel during aseres yimei teshuva.
If it's wrong, why not obide by it all year long?  If it's not who exactly are we fooling by observing something for 10 days?

I think the core of a lot of the chumros on Pesach comes from the fact that Chametz is b'Kareis and Chometz afilu b'mashehu, so we have extra chumros that can help protect from an issur kareis even though we dont worry about it all year round...

also there's a quote from the Arizal that one who succesfully avoids a Mashehu Chametz on Pesach will be protected from sin (Shogeg) all year.

we are not trying to fool anyone.i once heard a great mashal for this.Think of visiting day in camp,who are they fooling? the parents know it's never so clean and that the food isn't that good the whole summer.The point is that if we leave everything the way it is the parents will say "if this is visiting day ,I can imagine how bad it is the rest of the summer"
The same is with the aseres yimei teshuva,we raise the bar to show that even though there will inevitably be a drop after yom kippur at least we'll be going from great to good as opposed to from only good to...
