Now that I have the CSR, if I downgrade CSP to the regular no AF Sapphire, can I sign up in 2 years for the CSP again and receive the bonus? Or do I have to downgrade outside the Sapphire family to a Freedom?
You have to wait 2 years from when you got the bonus not from when you downgrade. You should downgrade it to a Freedom or a Freedom Unlimited btw, not a Sapphire.

I already have a Freedom Unlimited and I was going to sign up for a Freedom non-Unlimited to get the bonus. So I figure the Sapphire was my best option. Is there a better alternative?

No reason to sign up for the regular Freedom just for the sign up bonus, if you're under 5/24 then there are much better options.

Was just denied a card because my last bonus was 3/18/15 and it's not a complete 24 months.

I referred a friend for CSP 10K facebook link and they used the link to get the card and got approved. But Chase is saying they didn't use it properly so there is no referral. Well they definitely clicked on my link and applied.  Any suggestions on this ?

Disputing referrals with Chase is tough. To be fair, any ad blocking or privacy settings could have scrubbed the referral info.

If I upgrade a freedom to the Sapphire, will it get the full Sapphire benefits right away, i.e. primary renter's insurance ?

What's the best option if I want to downgrade my CSP? Is it worth downgrading to either Freedom & lose out the bonus, or is there another option?

you dont lose the bonus with chase from having the card, only from getting the bonus within 2 yrs. you wontget approved if you have the card at the time of the application but you can always switch then
