Will Amex credit work if I use a $10 Delta gift card and Platinum for the rest, assuming it's >$100. Consensus seems to be for <$100 it works but I can't find any DP's for over that amount.

I don't think so, and it would not make sense for them to do so. Because when you downgrade your annual fee will be prorated for the amount of days you had your platinum, so you technically paid for the right to use the credit during that period.

That being said, this is AMEX, so anything is possible.

Nope. Only in combo with less than $100 on CC in my experience.
