This is an old issue when certain people tried to make trouble about eating sardines because there is a brand of sardines named King Oscar sardines. Nothing personal, but the POTUS is actually the weakest leader in the western world. Not sure if the criteria of a melech critical for the "oleh al shulchan melochim" goes. It would be interesting to list some things that can go on the plates of some African or other tribal kings.

Your punditry is shelo bimkomo. Shulchan Melachim has nothing to do with power. That discussion may apply to whether or not to make a brocha upon seeing him, but here the discussion of b"y is solely about who throws the classiest parties.
