I think the big picture here is that these decisions will have to be preprogrammed, and people will be writing code instructing the cars for these situations while sitting on office chairs (eta beanbags more likely) far from the event that happens. Who should be deemed the most moral person to determine those standards? They had better be perfect, since the programmers will have plenty of time to think about what the right thing to do is and will have all their wits about them. Its a far more weighty issue than for a similar situation today, where a human driver does not have time to think and has to act on instinct.
