There are some places where foreign cards are not accepted. It's happened to me on gasoline, for example.
In general, it's much easier to negotiate when paying cash.

Any money changer in Yerushalaim should give you 3 agarot below the mid market rate.
The airport is the worst place to change money in terms of rates.Just make sure you know the mid-market rate at the time you walk in there. Also bring hundred-dollar bills or at least 50s for the best deal. Money changers here tend to give lower rates for quantities of smaller bills because they have a hard time getting rid of them. (I was in the business until very recently.)
