You can't see cuz i blocked it out, but they are both the same case ID number. second rep told me the first rep was incorrect.

It appears they looked up the wrong account, as the first letter mentions that your insurance is secondary within your country of residence.  That for sure is not the Sapphire Preferred, nor Reserve.  You likely have a non-premium card that they used as the basis for the insurance, hence the secondary nature indicated in the first letter.

i just got a letter that states the coverage is worldwide, but doesnt mentioned any exclusions, nor does it mention coverage for previously excluded countries.
i'm assuming this is still good right?

Many rental agencies there like to see a letter attesting to this. Call the Chase Benefits Dept, they can email a letter over in a matter of minutes. I'd print it out and bring a hard copy to the rental counter.
