Combine itineraries

I apologize for the noob question, and apologize if this has been discussed extensively elsewhere, or if this belongs in an already existing thread, but I searched and could not find .

Is there a DOT rule that does not allow for the combining two itineraries? (I believe I remember Dan saying he's done it many times, but then again he's Dan). Are there some airlines that are more lax about it? Does it just require lots of HUCAs?

Nothing to do with DoT.  Systems in place just cannot do it, regardless of airline.

Impossible to combine two bookings. Most airlines will let you check your bags to another destination even if it's on another booking and sometimes even if it's a different airline. Which routes/airlines are you asking about?
