I had the same issue.
I tried to use my card and it was blocked by chase because they suspected fraud, so i tried my sil card and a few days after submitting the payment they asked for proof and cancelled my order. So i sent a pic of my ID, CC, and CC statement through their website, of course blurred out all the personal info except the info they already had (ex name, address, cc #, etc.). Finally after a month they replied that they need the same for the other card. Did not want to bother again sending my sil info so i ignored and opened a new account, they did request the same thing again so i sent everything over again and after about a month they sent me a email that my account/payment is good. Since then i always order without any problems.

Is this a normal thing to happen with aliexpress?

I ordered an item, it came very poorly wrapped (no bubble wrap, just one of those gray plastic bags like you get clothing from Amazon in). The item is bent in 3+ places and cracked in one place, barely usable (if at all). I contacted the seller, who is offering me a 20% discount since the item is damaged. I explained that it's unusable, so they offered me a 30% discount instead. They say that since they are a small business and have a lot of expenses, and they had to pay to ship it all the way to me, it's not fair of me to expect a full refund.

Is that a normal thing to expect? What should I do? Open an aliexpress dispute? Dispute the charge with amex?

TIA

Amex. I never bought anything on Aliexpress , but I heard quite a few horror stories that make me stay away, the Chinese customer service and way of doing things is different.

Why not try the AliExpress dispute first?

IME , when i live chatted them, and requested to be given priority, it took less than 24 hours to get approved.

Will try. Will they expect me to pay to ship the damaged item back to China? Now the seller offered me a full refund if I pay to send them the item back.

In my cases it was a refund without shipping anything.
What's the value of your purchase?

For the future, i always look  at the feedback of every item im looking to buy. in many cases, there are multiple sellers that sell with better service and for cheaper, for the exact same item.

Can anyone help with this?
I tried opening an account and it was immediately locked. It tells me to verify by phone (i have no number associated with the account) when i click on that it just sends me to a page that says ali express on top and nothing else. I tried making another account and the same thing happened on the computer, on the mobile site, on the app. Any suggestions?
