He had a criminal record for violence, went to the FBI in November to say that voices in his head were telling him to injure people, He is insistent the CIA is playing with his head convincing  him to join ISIL.
Why exactly does he still legally have weapons?

He unfortunately did not get the necessary help he so desperately needed after Iraq.

He said he's hearing voices, they took him for a mental health evaluation. He was judged to not be mentally ill.

Basically he came to them for help & they sent him on his merry way. Apparently there's different levels of mentally ill/psycho & whoever decided he wasn't on a high enough level. He's been going for mental help back home.
