Oh the promo that I was talking about was using the points + cash method which is available for anyone that has a ihg cc. I believe the offer to straight up buy points at a discounted rate is targeted (my account did not receive a good rate).

It always has been for me.  The cancellation policy is written on the left of your reservation when you make it (Usually needing to cancel by same day pm or 24 hours before).
