Texting on such phones are usually grossly improportionate to the minutes (3:1 usually). I'd advise maybe getting them a kosher phone with 2000 minutes for a whole year for around $80. If you shop around you might be able to find for cheaper, but it costs the company to keep a line open each month even if you don't use minutes.

+1 PagePlus pay as you go plans, is a great option.

Tello has pay as you go with low rates, I think it's 3 cents per minute and 1 cent per text.
