Why would it? The browser simply confirms that the server has a certificate. Even if fetching the certificate takes time, it should be absolutely minimal

Not So. HTTPS means it TLS encrypts every packet so there's overhead on the server side to do the encryption and decryption.

How many point of a millisecond of a difference does that take, we're not in the 1900's
Http/2 is faster and only available with https
