USA to Israel on Avios without surcharges/taxes

 I spoke to British Airways Executive Club and was told that all of their partners are now charging tax. They wanted $600 59k miles for Air Berlin, and similar for Iberian. Are they correct, and is there anyway to do it without these high taxes/charges?

Please pardon my ignorance, but do I search on BA site or Air Berlin? And where do I tell them that I'm flying with award miles?
