They are also giving warning language that they can charge a fee to transfer points to certain programs (just like AMEX does for domestic carriers) and a warning about tax implications for earning points (possible reporting to IRS).  Not sure if that was in there before.

Do they specify which programs ?

Nope:

"A point transfer fee may be charged for points transferred to participating frequent travel programs. We’ll let you know if there’s a point transfer fee and the fee amount before you transfer points."

And this is funny, because on their "current" UR website, they tout that there are no fees to transfer to their programs....

Do you close first? How long do you wait between closing and opening or opening and opening.
Do you do a MBM as well or single card?
I always close before reapplying for the same card, today I didn't do a MBM but I usually do.
Just you or including DW ?
I only did it for myself but I may do for my wife later today.

They technically don't even have to be closed, if you get approved you'll get the bonus, RIGHT AWAY. Just make sure when reapplying for the UMPE you create a new FF# and add that to your application. I personally close my cards and wait 30 days before applying for the same card.

My first AF for this card just posted on Aug 1.

Should I: a) close the card now and re-open later? or b) SM and ask for them to waive it? or c) something else?

What do you have by keeping it open?

Chase has been very, very hard on me at recon lately saying that I need to build more history. SP is one of the only Chase personal cards (out of 6 currently open) that I actually put regular spending on.

I guess that's what concerns me.

I don't understand your comment. I just said that I do put regular spending on SP.
He's not that familiar with CCs.

How many older cards do you have? Is this what your credit history is based off of?

I have an Amex green card that is literally 22 years old! But my first Chase card was just about 16 months ago, April of last year, when I really started playing this game seriously.

So it seems your credit history is not being built off this. SM to waive, if not try to downgrade to the Freedom, if not shift CL and close.

Ok. And where in that process to apply for a new United? Got my first one just about 13 months ago and closed about three months ago.

Create new FF# with United and put that number in the application.

I tried getting chase to post my ultimate rewards points, cycle closed on Aug 5 after meeting spend of $3,000 on csp.
Below is the last sm I received.
Any suggestions or ways around this of getting points to post right away?

Thank you for taking the time to contact Chase again in
regards to the bonus points on your Sapphire account.

Upon review, I wish to confirm that the 40,000 bonus
points will post to your account within one to two billing
cycles. I regret that we are unable to expedite the
reward posting on your account. I apologize for any
inconvenience this may cause you.

If you have any further questions, please reply using the
Secure Message Center.

Thank you,
