If I downgrade a SP to Freedom after 60 days from the AF, is the AF prorated?
Yes it is. I just did that a couple of months ago.

U can transfer it to the bank of the person associated with that account. Have you ever sent money before ?- maybe it would be better for you to just buy gc's.  There are thread discussions here on the various different online ways of sending money

That would be one pull. Any personal cards you go for will end up being under one pull in a given day.

i just tried applying for 2 chase cards (saphire and freedom) i got a message saying that they need to further review my application. should i try applying for a ba account while im at it or better not
