You have 90 days I believe after 1 year anniversary to downgrade/close to get AF refunded automatically
Incorrect. 60 days automatically. 180 days manually.

So what, wait 1 YR and 1 day the. Request a refund of the annual fee and then downgrade?
If you want the freedom, yes. If you don't care for the freedom, downgrade to the non preferred and then apply for another SP.

Interesting. This purchase was made on the regular priceline.com website?

Can you get the annual fee refunded (within 60 days) only if you close a card, or even if you downgrade it? Does the fee get refunded even if you're actually using the card during those 60 days?

You would get refunded if you downgrade it even if you used it.
