Can you transfer URs to airlines if you only have the regular Sapphire and not the preferred?

The application says once in 24 months. Does that mean from opening or closing? Are they really makpid?
I got denied bec. of getting the bonus less then 24 months ago. Although many here in the past have churned the SP successfully. Could be I just don't have much luck, or their starting to crack down.

Hi Friends,

A quick question, which has probably been addressed here, but there's 286 pages of posts in this topic alone and I've haven't found an answer yet.

It's time to downgrade my CSP to CS (not worth the $95 fee). I'm not a big flyer, but when I do fly (TLV-USA-TLV) I try to get maximum value of my points and miles. I'm looking for advice as to whether I should:

(1) Apply for an Ink card to keep my UR points transferable.
(2) Transfer my points (150k) now to an airline which has decent TLV-USA options (United or Avios?).
(3) Something else which I haven't thought of.

(When I downgraded my wife's CSP a year ago, I just moved all her points to my account first and then downgraded.)

Can't transfer from CS either. Get another CSP or Ink or transfer to spouse that has one.
